Get all active transaction IDs

Gets the IDs of all active transactions.

Request	`GET /services/rest/transactions`
Headers	Accept: `application/json` Authorization: Basic Authentication scheme
Response	A JSON array that contains the IDs of all active transactions.
Status	200 OK: The operation is executed successfully. 401 UNAUTHORIZED: Login fails, invalid username or password. 500 INTERNAL SERVER ERROR: Other errors.
